Maureen Albertson, DNP, CHC, HCS-O, RN, is the Director of Homecare Compliance for Millennium Home Care. She currently serves as the Region 8 representative on HCAF's Board of Directors. In the home health sector, she has served as a Nurse Case Manager, Quality Assurance, Supervisor of Clinical Services, Staff Development Coordinator, and Compliance Officer. Maureen is the author of Decreasing Urinary Incontinence in Home Healthcare and an advocate for best practices in the home setting. Maureen holds a DNP in Nursing from Capella University and an MSN in Nursing Education from Chamberlain College of Nursing. She has been a registered nurse for 28 years.
Vice President of Product Strategy, Strategic Healthcare Programs
Chris Attaya joined Strategic Healthcare Programs (SHP) in 2014 after spending 28 years in executive and consulting positions within the home health and hospice industries. In his role, he is responsible for product development and client relationships to help organizations achieve increased operational and financial performance through the use of SHP’s industry-leading analytics platform and benchmark data. Prior to SHP, Chris was the Chief Financial Officer at the VNA of Boston and had worked at Partners Health Care at Home as CFO and Chief Executive Officer. He received a B.A. in Public Health from Tufts University and an M.B.A. from the Graduate School of Management at Boston University, concentrating in health care finance.

Melinda A. Gaboury, COS-C, with more than 30 years in home care, has over 22 years of executive speaking and educating experience, including extensive day-to-day interaction with home care and hospice professionals. She routinely conducts Home Care and Hospice Reimbursement Workshops and speaks at state association meetings throughout the country. Melinda has profound experience in Medicare PDGM training, billing, collections, case-mix calculations, chart reviews, and due diligence. UPIC, RA, ADR, and TPE appeals with all Medicare MACs have become the forefront of Melinda’s current impact on the industry. Melinda is currently serving on the NAHC/HHFMA Advisory Board and Work Group, as Treasurer on the Home Care Association of Florida Board of Directors, and was named to the Tennessee Association for Home Care Board of Directors in 2022. Melinda is also the author of the Home Health OASIS Guide to OASIS-E and Home Health Billing Answers, 2023.
Director of Clinical and Regulatory Affairs, Home Care Association of Florida
Patti Heid, MPST, COS-C, is HCAF’s Director of Clinical and Regulatory Affairs. She has been a physical therapist for over 28 years and has worked in the home care setting for 26 of those years. She believes that nothing can compare to the rapport that one develops with a patient while working with them and their families, in their own homes, helping them overcome the “real-life” day-to-day challenges that they face. Over the years, Patti has gained valuable experience by fulfilling many key roles within the home care arena, from field clinician through the management level. All these roles have given her deep abiding respect and admiration for the good that home care providers can achieve.
Patti graduated from St. John’s University in New York in 1991 with a Bachelor of Science degree in Biology. She obtained her Master of Science in Physical Therapy degree from the University of Miami in 1993. She is active with the Home Care section of the American Physical Therapy Association.
Executive Director, Home Care Association of Florida
Bobby Lolley, RN, is HCAF’s Executive Director. He has worked in the home care industry for more than 20 years. His home care experience ranges from being a per diem staff nurse providing care to patients in a small rural community, to a regional director for a large national chain. He often says he has done just about every job there is in the home care sector, but still remembers his first home visit: “I was standing there in this little old lady's house and a feeling came over me that I had finally come home — I knew then and there this would be where I would spend the remainder of my professional life.” His faith and passion for home care have never wavered since. Managing Principal, SimiTree
Field of Dreams is Todd Montigney’s favorite movie. Maybe it’s because of the film’s message about pursuing possibilities and seizing the moment to do things right. A vision of true potential and doing what’s right guides him in his role as Managing Principal at SimiTree Healthcare Consulting, where the favorite part of his day is working with new people.
He is an expert in accounts receivable, financial, operational, and management experience in hospitals, health systems, home health, hospice, long-term care, and durable medical equipment (DME) facilities. Throughout his career, Todd has been focused on helping home health and hospice agencies to increase reimbursements, improve operations, increase staff productivity and reduce accounts receivable days and bad debt.
Todd excels at the stabilization and improvement of business operations, having led several revenue data mining engagements across a variety of provider types resulting in recovery amounts of over $75 million in reimbursement. He holds a Bachelor of Science degree in Health Policy Administration from Penn State University.
System Director, Health First Homecare
Currently serving as the System Director for Health First Homecare, Private Duty, and Staffing Services, Michelle Rogers brings over 30 years of home care leadership experience to the industry. As an associate of Health First for over 23 years, Michelle also held a corporate role, overseeing the Outpatient and Wellness Division which included Hospice, Home Health, Private Duty, Medical Equipment, Family Pharmacy, and several others. Prior to joining Health First, Michelle served as Senior Operations Director of Shands HomeCare, where she managed 17 home health offices across the state of Florida. Michelle has her Master’s in Health Care Administration and her undergraduate degrees in Management and Marketing. She has served on the Board of HCAF as the Private Duty Representative and is currently serving on the HCAF Board for District 9.
Director of Government Affairs and Communications, Home Care Association of Florida
Kyle Simon is HCAF's Director of Government Affairs and Communications. His background includes more than a decade of health policy, advocacy, and political experience. He has worked with federal and state policymakers on Medicare, Medicaid, prescription drugs, and regulatory issues, served members of Congress, managed a statewide political organization representing the President of the United States, and held leadership roles in multiple political campaigns. Additionally, he has been an Adjunct Professor at Valencia College since 2012. Kyle holds a Master of Science degree in Applied American Politics and Policy and a Bachelor of Science degree in Political Science from Florida State University.
Quality Assurance (QA) Manager, SimiTree
Apryl Swafford, who currently serves as QA manager for SimiTree, has more than 20+ years of experience in home health. She began her nursing career in 1994 with a BSN from Jacksonville State University in Alabama and has worked in roles as a case manager, clinical manager, and leader of a cardiopulmonary specialty program. Apryl is a certified OASIS specialist (COS-C) as well as having coding certifications in both home health and hospice (HCS-D, HCS-H). She has led multiple coding and OASIS classes for agencies, as well as speaking on topics of interest to home care and hospice agencies, such as OASIS E, home health regulations, PDGM, outcomes management and others, at many state associations.
As QA manager for SimiTree, Apryl monitors the overall quality of coding, OASIS, and plan of care reviews completed by both full-time and contract auditors. Apryl works in conjunction with the QA specialists and education department to identify topics of education to address any trending issues noted in QA reviews. Apryl also assists with onboarding new auditors as needed and assists team managers with completing coding and OASIS reviews when volumes increase.
Apryl has provided several articles for home care publications, written scenarios for auditor training as well as OASIS classes, and been a subject matter expert for home care articles in the past few years.
